The year is 2005. Tae-su, a detective fighting organized crime, returns to his hometown for his high school friend Wang-jae's funeral. At the funeral, he meets with his old friends Pil-ho, Dong-hwan and Seok-hwan and recollects their past. Tae-su and Seok-hwan suspects something fishy about Wang-jae's death and starts to investigate it each in his own way.

The more they find out, the more they realize that Wang-jae's death is connected to a land development project that Pil-ho is directing and the two embark on a difficult battle.
