Born in Alexandria, Minnesota, Hawkes attended one year at the university of St. Cloud State before moving to Austin, Texas. His years at Austin were spent performing onstage for Big State Productions. He also toured with Greater Tuna across the country. Performances include In the West, The Foreigner, Streamers, The Imaginary Invalid, and Buried Child.

Leaving Austin for Los Angeles, Hawkes wrote and starred in a one-man show entitled Nimrod Soul, at the Theatre at the Improv. He quickly found work in episodic television and made his feature film debut in Percy Adlon's Rosalie Goes Shopping. On television, he has appeared on The Practice, The X-Files and E.R..

His first feature film role came in 1987 with a small part in Murder Rap. Throughout the next decade, Hawkes had strong performances in a number of films including Congo, From Dusk Till Dawn, Home Fries and Blue Streak, but his talent for playing character roles masked his name and face from the spotlight. After starring roles in the independent films A Slipping Down Life and Sand, he played Michael "Bugsy" Malone in The Perfect Storm (2000) and landed a starring role opposite Keanu Reeves in Hardball (2001).

Since then he's played roles in major motion pictures such as American Gangster (2007) with Denzel Washington and Russell Crowe, and Spike Lee's Miracle at St. Anna (2008). His most recent film is the drama Three Billboards Outside Ebbing, Missouri (2017).

On TV, he played a regular role in the HBO western series Deadwood (2004 to 2006) and a recurring role as Lennon (the translator for Dogen, the Japanese-speaking leader of the Others at the Temple) in the TV series Lost (2010).
